You've heard that EVs are cheaper to fuel than gas cars. But how much cheaper, and does it depend on where you live? Short answer: yes, a lot. Here's the province-by-province breakdown.
Why This Article Exists
I've noticed something frustrating about most "EV cost" articles. They quote a single national average electricity rate, multiply it by some generic consumption number, and call it a day. That's almost useless in Canada, where electricity costs vary by a factor of three or more depending on your province. Charging a BYD Dolphin in Montreal costs roughly a third of what it costs in Halifax. That's a massive difference, and it matters when you're deciding whether an EV makes financial sense for your household.
So we did the work. We pulled the actual 2026 residential electricity rates for every province, calculated real-world charging costs based on typical EV efficiency, compared them to gasoline, and laid it all out in one place. The Key Number: How Much Electricity Does an EV Actually Use?
Before we get into province-by-province rates, you need one number: how many kWh it takes to drive 100 km.
Most modern EVs, including the Chinese models we cover at DriveChina , consume between 15 and 20 kWh per 100 km in real-world Canadian driving. The exact figure depends on the vehicle, your driving style, temperature, highway vs city mix, and whether you're running the heater or AC.
Here's what I use for calculations throughout this article:
- Mild-weather average: ~16 kWh/100 km (spring/fall, mixed driving)
- Winter average: ~20 kWh/100 km (accounts for cabin heating, cold battery, snow tires)
- Year-round blended average: ~17.5 kWh/100 km
For reference, the BYD Dolphin rates at about 14.5 kWh/100 km under ideal conditions, the BYD Seal around 16 kWh/100 km, and the Zeekr X around 17 kWh/100 km. In real Canadian conditions, add 10-25% to those rated numbers.
I'll use 17.5 kWh/100 km as the blended annual average for all calculations below. If you drive something very efficient like the Dolphin, your costs will be a bit lower. If you drive an SUV like the Chery Omoda E5 or a performance sedan like the Seal, they'll be a touch higher.
All monthly costs below assume 20,000 km per year (1,667 km/month), which is the Canadian average.
Residential Electricity Rates: Every Province
Here's the 2026 rate picture across Canada. I've listed the effective residential rate you'd pay for EV charging, meaning the rate tier most likely to apply to your incremental EV consumption.

Rates reflect 2026 published tariffs and approved/proposed increases. Actual all-in costs may vary slightly with distribution charges, riders, and taxes.
A few things jump out immediately. Quebec is in a league of its own, hydro power keeps rates absurdly low. Manitoba is the runner-up, also thanks to hydroelectricity. BC rounds out the hydro trifecta with rates that are low by any standard, especially if you stay within Step 1.
On the other end, Saskatchewan and Nova Scotia pay roughly 2.5 times what Quebecers pay. Alberta is the wild card, the deregulated market means your rate depends heavily on your retailer and contract. The Rate of Last Resort (12.0¢/kWh) locked in through 2026 is actually quite reasonable, but market-rate plans can swing much higher.

Let me put this bluntly: a Quebec driver charging a BYD Dolphin at home spends about $23 per month on fuel. That's less than a single tank of gas. Even in Saskatchewan, the most expensive province for electricity, you're looking at $58 per month. That's still dramatically less than gasoline.

This is the table that settles the debate. I've compared the annual cost of charging an EV at home against fueling an equivalent gas car (assuming 8.5 L/100 km at current provincial gas prices).

I want you to look at that "Annual Savings" column. Even in the worst-case scenario, Saskatchewan, the most expensive province for electricity, paired with some of the cheapest gas, you're still saving over $1,500 per year. In Quebec or BC, you're pocketing close to $2,500 annually just on fuel.
Over a typical 7-year ownership period, that's $10,500 to $17,500 in fuel savings depending on where you live. And that's before accounting for gas price increases over those years.

Ontario: The Time-of-Use Strategy
Ontario deserves special attention because its Time-of-Use (TOU) pricing creates a huge opportunity for EV owners who charge strategically.
Current Ontario TOU Rates (2025-2026)

The difference between on-peak and off-peak is enormous, more than double. If you charge exclusively during off-peak hours (which is easy with a scheduled Level 2 charger), your effective rate drops to about 7.5 ¢/kWh after the OER discount. That puts Ontario right alongside Quebec and Manitoba for EV charging costs.
Here's what that looks like in practice:

I cannot stress this enough: if you live in Ontario, set your charger to start at 7 PM on weekdays. Plug in when you get home, let the charger wait until off-peak, and save yourself hundreds of dollars a year.
Ontario's Ultra-Low Overnight (ULO) Plan
Ontario also offers an Ultra-Low Overnight pricing plan that's tailor-made for EV owners:
- Overnight (11 PM - 7 AM): 3.9 ¢/kWh
- Weekend off-peak: 7.6 ¢/kWh
- Mid-peak: 12.2 ¢/kWh
- On-peak: 39.1 ¢/kWh
That overnight rate of 3.9 ¢/kWh is the cheapest electricity available anywhere in Canada outside of some Indigenous community programs. If you can shift all your EV charging to the 11 PM - 7 AM window, your annual charging cost drops to roughly $120 per year for 20,000 km of driving. That's $10 per month. Ten dollars.
The catch is the brutal 39.1¢ on-peak rate. If you're running your dryer and oven during peak hours, the ULO plan could cost you more overall on your household bill. But for EV-focused households that can shift heavy usage to overnight, it's remarkable.
Public Charging: What You'll Pay on the Road
Home charging is where most of your kWh will come from, roughly 80-90% for the average EV owner. But when you're on a road trip or topping up away from home, public charging costs matter too. And they're significantly more expensive.

Petro-Canada's per-minute pricing means your effective $/kWh depends heavily on your vehicle's charging speed. A car pulling 150 kW pays much less per kWh than one pulling 50 kW for the same per-minute rate.

Public Level 2 Charging
Public Level 2 chargers are cheaper but slower. You'll find them at shopping centres, parking garages, workplaces, and municipal lots.
- FLO Level 2: $1.00-$3.00/hour, depending on the host
- ChargePoint Level 2: $1.00-$2.50/hour, set by station owners
- Free Level 2: Many malls, hotels, and some municipal lots offer free Level 2 charging as a perk
At typical Level 2 charging speeds (7 kW), a $2.00/hour station works out to roughly $0.29/kWh, still more than home rates in most provinces, but much cheaper than DC fast charging.
Public vs Home: The Cost Gap
Let me illustrate why home charging matters so much. Here's the cost to add 300 km of range (roughly a full charge for a Dolphin-class EV, consuming about 52.5 kWh):

Even public DC fast charging, the most expensive way to charge an EV, is cheaper than gasoline in most scenarios. But home charging is 3 to 6 times cheaper than DC fast charging. This is why we keep saying: if you can charge at home, charge at home.
The Provincial Ranking: Cheapest to Most Expensive
Here's my definitive ranking of the cheapest provinces to charge an EV, factoring in residential rates and real-world charging costs.
Tier 1: The Hydro-Powered Bargains

Quebec, $1.40-$1.89 per 100 km. Unbeatable. If you live in Quebec, your fuel cost is almost free compared to gasoline. Hydro-Quebec's rates are the lowest in North America, and it's not even close. Combine this with the Roulez Vert incentive (see our Provincial EV Incentives Guide 2026), and Quebec is the single best place in Canada to own an EV.

Manitoba, $1.79 per 100 km. Manitoba Hydro's flat rate structure makes it simple, and the rate is excellent. The 4% increase in January 2026 stings, but the province remains firmly in bargain territory.

British Columbia, $1.93-$2.29 per 100 km. BC Hydro's new optional flat rate of ~13.1¢/kWh simplifies things for EV owners who exceed the Step 1 threshold. If you add the optional time-of-day pricing and charge overnight, you can drop to about 8¢/kWh, making BC competitive with Quebec.
Tier 2: Solid Savings

Ontario (off-peak), $1.72 per 100 km. Ontario rewards strategic chargers handsomely. Off-peak TOU rates and especially the Ultra-Low Overnight plan make this province surprisingly affordable for EV fueling, but only if you time your charging right.

Alberta (Rate of Last Resort), $2.10 per 100 km. Alberta's locked-in RoLR rate of 12.0¢/kWh through 2026 is actually very competitive. If you're on a market-rate contract, shop around, rates can swing from 10¢ to 18¢ or more depending on the retailer.

Newfoundland, $2.42 per 100 km. Not bad for Atlantic Canada. The flat rate structure is straightforward, and the province's increasing wind and hydro generation should help keep rates stable.

New Brunswick, $2.54 per 100 km. Middle of the pack. The proposed 4.75% increase for 2026 is concerning, but the absolute rate remains manageable.
Tier 3: Still Cheaper Than Gas (But the Gap Narrows)

PEI, $3.22 per 100 km. Despite generating 99% of its electricity from wind, PEI's reliance on imported power during low-wind periods keeps rates high. Still 74% cheaper than gas, though.

Nova Scotia, $3.19 per 100 km. Nova Scotia Power's coal-heavy generation mix drives costs up, and proposed rate increases will push them higher. The planned time-of-use pilot could eventually help EV owners, but it's not widely available yet.

Saskatchewan, $3.48 per 100 km. The most expensive province for EV charging. SaskPower's coal and gas dependency means high rates with limited relief on the horizon. But here's the thing, even at $3.48 per 100 km, you're still spending less than half what a gas car costs ($6.50+ per 100 km). The math still works.
8 Tips to Reduce Your Charging Costs
No matter where you live, there are practical ways to shave your charging bill even further.
1. Charge at Home Whenever Possible
This is the single biggest thing you can do. Home charging costs a fraction of public charging. If 90% of your charging happens at home, your effective cost per kWh stays close to your residential rate. Every session at a DC fast charger pulls that average up significantly.
2. Use Time-of-Use Scheduling
If your province offers time-of-use pricing (Ontario, and soon Quebec and BC), schedule your charger to run during off-peak or overnight hours. In Ontario, this alone can cut your charging cost by 40-50%.
3. Consider Your Province's Rate Structure
In BC, try to keep your total household consumption within the Step 1 threshold (675 kWh/month) or switch to the flat rate if you consistently exceed it. In Quebec, the first 40 kWh/day is cheapest, your EV charging likely stays within that tier unless you also heat with electricity. In Alberta, shop for a competitive fixed-rate electricity contract rather than riding the volatile market.
4. Pre-Condition While Plugged In
In winter, use your EV's app to warm the cabin and battery before you unplug. This uses grid electricity (at home rates) instead of battery power, which means more range per charge and fewer mid-trip top-ups. 5. Drive Efficiently
This sounds obvious, but it matters more for EVs than gas cars. Gentle acceleration, moderate highway speeds (100 km/h vs 120 km/h), and using regenerative braking can reduce consumption from 20 kWh/100 km to 15 kWh/100 km, a 25% reduction in your charging cost per km.
6. Use Free Public Charging When Available
Many shopping centres, hotels, workplaces, and municipal lots offer free Level 2 charging. It's slow, but if you're parked for two hours at a mall anyway, that's 14 kWh for free, about 80 km of range. Apps like PlugShare and ChargeHub map free stations near you.
7. Get a Charging Network Membership
If you road-trip frequently, Electrify Canada's Pass+ membership ($7/month) saves 20% on fast charging. FLO memberships can also reduce per-session costs. Do the math based on your usage, if you fast-charge more than twice a month, a membership usually pays for itself.
8. Claim Home Charger Rebates
Several provinces offer rebates for Level 2 charger installation that reduce your upfront costs. Quebec's Roulez Vert program offers up to $600, BC's CleanBC program offers up to $350, and some utilities offer their own incentives. What About the Territories?
I didn't include the territories in the main comparison because their electricity situations are so different from the provinces. The Northwest Territories, Nunavut, and Yukon rely heavily on diesel generation in remote communities, with rates that can exceed 40 ¢/kWh in some areas. Whitehorse (Yukon) benefits from hydro power and has more reasonable rates around 13-15 ¢/kWh, but the other territorial capitals face genuinely high electricity costs.
That said, gasoline prices in the territories are also significantly higher, often $1.80-$2.20/L, so the relative savings from an EV can still be substantial even with expensive electricity. The challenge is more about charging infrastructure and extreme cold than about cost per kWh.
The Bottom Line
Here's what I want you to take away from this deep dive:
In every single province, charging an EV at home is dramatically cheaper than fueling a gas car. The cheapest provinces (Quebec, Manitoba, BC) save you 85-89% on fuel costs. Even the most expensive provinces (Saskatchewan, Nova Scotia) save you 68-74%. There is no province in Canada where gasoline is cheaper than home-charged electricity for transportation.
The variation between provinces is real and significant, a Quebec driver pays roughly a third of what a Saskatchewan driver pays per km. But even at the expensive end, we're talking about $58 per month vs $23 per month. Both of those numbers are tiny compared to the $150-$240 per month you'd spend on gasoline.
If you're considering a Chinese EV like the BYD Dolphin, Zeekr X, or Chery Omoda E5, the fuel cost savings alone will put $1,500-$2,500 back in your pocket every year, regardless of which province you call home. Over the life of the vehicle, that's a down payment on your next car.
Plug in at home. Charge off-peak if you can. And enjoy spending almost nothing on fuel.
